F. E. Marshall et al. report in IAUC No. 6543 the discovery of a new X-ray transient (nova) with the RXTE. The source was first detected on Jan. 18.147. R. M. Hjellming and M. P. Rupen reports in IAUC No. 6547 the detection of a candidate of the radio counterpart.
